Gov Vetos Rape Kit Testing Legislation

Did you know……in September, Governor Brown vetoed SB1449 (by Leyva) which would have mandated testing of rape kits in a specified time? Some funding was provided in the state budget for starting to test the backlog. It is not enough. There are an estimated 10,000 to 15,000 un-tested kits in California. While it costs $$$$ to test a rape kit, every reasonable action to bring justice to victims should be pursued. SB1449 would have replaced existing state law that “encouraged” testing with the word “required,” as in, local police agencies are required to test the rape kits. Funding for the bullet train is more important than justice for all?
